I exited and closed pop peeper each time, it was unreponsive to anything else

yes, that is what it was..... the general account setting is for imap, the send setting is smtp, by unchecking the IDLE/push box, ppeeper will operate as I remember and as you described. I managed to get my email again by editing my account to Hotmail/Outlook from IMAP. I can't get attachments or send emai this way. I was able to get email briefly yesterday afternoon, and today it worked for a minute, it was right after sent an email to myself (which I never got)
