Edit the account in POP Peeper and select the "Send Mail" page. It's actually "BCC" and not CC.

There are a few such examples in the wild about this error (and specific to Outlook/smtp), but the OP never seemed to follow-up, which might suggest that the error cleared up on its own. "Account locked" seems ominous; "contact administrator" sounds like it's for non-free address...

When you open your email client, presumably you have TB set to delete messages from your server. It's this absence of the messages that causes POP Peeper to change from the yellow (unread messages) icon to the empty mailbox. You need to enable advanced options first:
- main menu: Tools / Options / General; enable "Advanced options" on the top-right; press OK
Edit each of your accounts and go to the "Advanced" page on the left and you'll be able to change its email client.

Thanks for including that screenshot, I suspected you may have disabled the "change icon when checking for mail" (reason below), but wouldn't have guessed "tray icon reflects unread instead of new" -- these could all be potential factors for your original issue, as you mentioned....
