Pop Peeper and POP Peeper Tweaker are these two separate things ?

The Pop Peeper application includes various settings some of which can be found on the PpTweaker Interface pages:

These PPtweaker settings are accessed from the POP Peeper main menu under "Tools" > "PPtweaker...".

I am not aware of any other than specific optional POP Peeper plugins as well as the optional "POP Peeper Plus Pack" that consists of a specific collection of plugins and utilities. Beyond this -- I'm not aware of the entire history of POP Peeper -- Jeff would be the one that would know more about this.

Well, there was a time when PPtweaker was an executable instead of a plugin, but it still behaved much the same way, as I recall (I think this change was made at v3.0).

OH, I had forgotten about this -- PPtweaker used to only be available as a separate download (pre-v4.0); so maybe that's what you're thinking of.

You don't. It's included with the POP Peeper installation. If you need to re-install PPtweaker, then you can re-install POP Peeper and make sure that PPtweaker is included on the components page.
