Yahoo mail fetch has not worked for several days.
In another e-mail program, authorization in Yahoo pops up and in PP I cannot download e-mail via POP3.

Given the fact you have recently posted, as of yesterday, the pop peeper 5.0.3 runtime error topic without reply; to allow us to help, please post the 2 values below that you have in the Tools > Options > Storage page:

I changed the PP installation to portable and the problem persisted

Yahoo now requires Oauth2, which is only supported for IMAP, so here's what you need to do:
1) Edit the account in POP Peeper
2) Change the "server type" to IMAP
3) Next to your login name, you should now see the "Oauth2" button -- press it and follow the instructions to grant POP Peeper permission to access your email
