And that's why we're suggesting to use "Assume I'm always online."
What are the differences between them? Cable can be always online.

"Permanent" relies on Windows to relay if there's a valid connection -- you may have a cable unplugged, you may not be in wifi distance, etc. and you'll see "waiting for internet connection." Or Windows may just not be able to detect it correctly.
