Saying that the e-mail protocol used by Outlook Express to download messages has become too slow, Microsoft plans to shut off access to Hotmail from the desktop mail client on June 30.

Serves right to those who chose a POP-less mail service "because who cares as long as it works in OE".
Will it still work in Outlook though?

Hotmail will work in Outlook 2003 and 2007 if you have Outlook Connector. And it will work with POP3 access if you have a paid Hotmail account.
