Can PPpro be associated with Win7pro and Win10 as the email program to right click Send To email recipient?

Sorry, no, PP isn't available for "send to". But if you start a new compose window in PP, you can drag&drop the file from Explorer onto the compose window.
This has been previously suggested -- and I even have some notes indicating I had done some preliminary investigation -- but I'll add a note that this was requested again.
