Is there an ini type file or settings file that I can simply share or export to another PC that I have Pop installed on?
So that I don't have to configure the accounts on each installation.

Yes, the data is stored in an ini file. To find the location of this file:
From POP Peeper's main menu: select Tools / Options
Select the "Storage" page
Refer to the "Ini Location"
Further, the "data path" will contain data files like your address book, inbox messages, archived/sent messages, etc. which you may or may not want to also transfer.

From your answer and from what I've observed with the structure of the Install folder, I need to copy the ini file and the folders below \Pop Peeper\data\ in order to mirror the accounts to another PC.

If you've installed POP Peeper to C:\Program Files (with or without the (x86)), then this could have dire side-effects; namely, POP Peeper won't be able to save files into that folder, and that's where you've specified that its data files should reside.
If you did install POP Peeper to that folder then my advice would be to delete that folder and start over (since it sounds like you've manually copied files and so "starting over" wouldn't be a significant loss). If you want to keep the "portable" folder structure, then you should install POP Peeper outside of the "Program Files" folder, for example:
C:\POP Peeper\
Further, if you installed to the "Program Files" folder using a zip file, that might explain why your help file isn't working correctly -- because Windows is blocking the file because it's in a protected location and Windows is less trusting of "downloaded" files (ie. which came from a zip file) as opposed to an installation file (which required admin privs to install).

I've never installed any "portable" version of a software application under the Windows Program file structure; seems to sidestep the advantage of having a portable type setup.
PP is installed outside of that scheme and located at C:\Users\username\Documents\My Applications\Pop Peeper\
I suppose I can download the Zip again and try repopulating my folder with the app files to see if that fixes the Help utility issue.

hmm... I tested that folder and I saw some abnormal behavior which suggests to me that Windows thinks that's a semi-protected folder. That is, when I first started PP, Windows Defender came up and said it had to scan it. It then scanned it again when I accidentally clicked Help/About instead of Help/Contents. But once I clicked Help/Contents, the help file worked as expected. I'm on Win10, btw. (Note: the version I installed was not v4.5, which likely explains the Defender popup as it's not a file anybody else is using; although it *is* the same version of PP that I'm actively running from a non-protected drive/folder...)
Anyway, personally, I wouldn't suggest installing programs in the "Documents" folder and I suspect that Windows still treats it as special. If you right-click on the help file:

and select Properties, do you get a message at the bottom saying that the file needs to be unblocked?

Unblocking did it! I've never had any issues with installing portables under the Documents folder scheme. I just tested the Help in KeePass which is in same setup and no issues with opening the Help topics.
Oh well, I learned something with this.

I'm just guessing here (since, as I said, my help file didn't need to be unblocked so I don't know why yours was different), but PP's help file implements a bit of javascript to display the title, and that might be why PP's help file was blocked as opposed to another.
