"Display tray icon balloon tip" setting doesn't work

A few days ago the tray icon balloon tip stopped appearing at all. I've tried to: a. disable the setting in Tools > Options > Notifications, b. restart the PC, c: re-enable the setting, to no avail.
Yesterday I downloaded the new version (old 4.5.1, new 4.5.2) and installed, after I deleted the previous version's configuration settings (contents of %appdata%\POP Peeper folder), in order to create a fresh set of settings. So I had to re-create the accounts (2 Gmail, 1 Hotmail) and re-set all the settings from scratch in Tools > Options.
Even so, the balloon tip refuses to appear!

Any help please?

Here are a couple of things to check:
1) Have notifications been disabled in Windows settings?
- Right-click on the windows clock and select "customize notification icons"
- Scroll down to find the list of apps
- Find POP Peeper and click on it
- Make sure that it's enabled, "show notification banners" is on, etc.

2) Try clearing all notifications in the Action Center.
This may be nothing, but I think that if there are too many notifications (perhaps for a specific app), then Windows stops showing the notifications.

POP Peeper is not in that list...

Once I get a notification I immediately delete it, so there are never too many of them.

Catch-22 -- Windows won't show POP Peeper in the list until POP Peeper has shown a notification...

A couple more ideas:
1) Are you using Quiet hours?

2) Doing searches, this is not an uncommon problem. I found the following site, which proposes to have a solution; HOWEVER, it's a registry file and it's 3 years old. It's possible that it's no longer compatible with today's version of Windows10. There are several comments that suggest it didn't work (and one that suggests it's worse by having removed apps from the list). I won't personally vouch for winaero.com nor the fix, so it's completely USE AT YOUR OWN RISK.

You are the second person to report this problem; someone else reported it a couple months ago but we were unable to find a solution. I know that it's not a global issue, because notifications work fine for me. Let me know if you would be willing to work one-on-one with me (via email) so that we can troubleshoot the problem.

I was doing more research and happened upon another possibility:

This is something that could be easily reversed if it doesn't fix the problem, so I would definitely try this before the registry hack (if you're even considering that approach). It does require you to reboot your computer after changing this setting. Let me know if this works or not.
