It hasn't officially been announced yet, but unicode is being developed for POP Peeper v6. It is a massive overhaul.
In some cases (although, not in the sample you provided), languages can be displayed correctly for your language using the "language for non-unicode programs" in Windows settings:
Windows Control Panel: Clock & Region / Change date, time, or number formats / "Administrative" tab
