I'm sure this was by-design (I don't remember the specifics now), but I can confirm what you've stated. The only way that a message wouldn't have an evaluation is if AntiJunk was disabled or did not affect the message (e.g. disabled for that account). The by-product of this behavior (which I assume was the intention) is that users who don't have Pro won't see the banner which is irrelevant to them anyway.
