fwiw, I have 2 outlook accounts in PP and have seen no issues, though my computer was not on overnight until ~5:30am PDT. I just tried logging directly into one via outlook.com and it's accessible. The outage is making the headlines, though. However, I see some recent comments on downdetector that it has started working again for some users (not just "works for me" comments but "it wasn't working and now it is").

PP has improved significantly for me over the last 3 cycles of scheduled PP "Mail Checks", with all errors cleared other than just one remaining Outlook.com account. I was able to login (get confirmation codes for that account and the alternate account) to gain access to the remaining problematic account. Checked account to confirm IMAP is allowed then did an Oauth2 reset that was successful.
So as of now - all of my Outlook.com accounts are now currently functioning as they should in PP (w/ zero errors).
The MS "Service Degradation" report had a "4:30PM UTC" update previously scheduled (as can be observed in the last screen-shot posted earlier) that has occurred as of this time.
MS is now reporting there will be the following as far is future updates on this issue.

That said, it appears MS is on the mend, at least in my case and I expect the next MS report may possibly be either "Service Restored" or Service "operational" as far as the next scheduled Microsoft Service Health Status update.
Before posting this, PP has just now performed its fourth error free scheduled "Mail Check" for me (other than the one account referenced above that appears to be fine now subsequent to resetting Oauth2).
So as of now - all of my Outlook.com accounts are now currently functioning as they should in PP (w/ zero errors).
