I sit behind a firewall at work that doesn't allow pop through it (aargh) and I would really like to be able to access my gmx mails without having to go through web mail each time.

Has anyone written pop peeper interface for GMX webmail ( I am pretty sure it is possible because Lycos offer it on their email account)? If not, could anyone point me in the right direction as to writing my own.

GMX has its own POP3 access, so no POP Peeper webmail interface is planned.

As to develping yoru own, Jeff is the developer, and he would have to address this part of the question.

There are no plans to support it since it does support POP3, and thus makes the audience needing a webmail version very small.
