In Chinese.plf and Russian.plf, the above text was already translated. The translated text can be displayed on PPLC but not on POP Peeper, where English text is displayed. Is it a bug?

Thanks, that dialog has now been updated to use the translation (code bug, no additional changes required by translators).

Not sure what you mean that the Chinese and Russian files already had it translated...? [397] is a new window in v4, but just to double-check I opened both those plf files from v3.8 and they're empty, as they should be.

The v4.0 Chinese translation (not yet finished) is on my computer, my POP Peeper is now using it.
