Somebody made a skin for that purpose. Search for Pictureskin on the Skins page:

If that doesn't suit you, then it shouldn't be too difficult to create your own skin that works. If you don't want any text or buttons on the skin, then the Carl skin might be a good one to use as a template.

To move the window, you'll need to:
1) PP main menu: Tools / Skin notifier -> Select skin/settigns
2) Bottom-right: enable "override slider"
3) Change "Mode" to "Disable slider"
4) You can then press the "Test" button and when the popup appears, click and drag it where you want it to appear
5) Press OK to save

For the other features you asked about, you'll have to modify the skin file. There is an example skin that shows all the options available; but again, I'd use the pictureskin as the basis and just reference the example skin for things that aren't self-explanatory.

You would have to create your own skin. Download the example in the afore-referenced link for information.
