Is there any way to configure POP Peeper to see the entire message but not download any attachments? All account are POP accounts.

The POP3 protocol does not have that capability. The closest it has is the capability to specify how many lines of the message it retrieves. You do this by setting POP3 to retrieve headers (main menu: Tools / Options; Message Retrieval). You can then specify the number of lines; the default is 500. This is generally sufficient to read most email messages, but you may need to adjust it if you find that some messages aren't complete (newsletters may need more, for example).
The better alternative is to use IMAP, if possible. This protocol has a better implementation of what you request. Using "preview" for IMAP will allow POP Peeper to retrieve the entire plain-text part of the message.
