4.1.1 not update

Received & downloaded PP Plus Pack update file (not zip, not full install file).
Did not close PP.
Ran update.
PP still 4.0.1
rebooted
Task Mgr closed PP.
Ran update.
After completion, opened PP. Still 4.0.1
PP not updated.
Rebooted.
PP not updated.
Attempted to update 3 times, after TaskMgr closed PP, rebooting each time.
Still no update to 4.1.1
What am I doing wrong?

You should use the full installation as both POP Peeper and the Plus Pack have been updated to v4.1.1 and that's the easiest method to update both of them. The email that you presumably already received via Product Request has that download option available.

Also note that the filename contains the version (e.g. POPPeeperProPlus-Install-v411.exe) and the version is listed on the first page of the installation wizard. If those both imply v4.1.1 and you're still running v4.0, then some possibilities are:
1) You're installing v4.1.1 to a different location then v4.0 and "run at windows startup" is still set to run the old version
2) In general, POP Peeper needs to exit when you upgrade so that the files can be updated. POP Peeper usually does this automatically (although, it's also not necessary for the Plus Pack)
