I have been very satisfied to use PP for all email needs; however, because PP is not an associated email client & can not be an associated email client I can not send a software bug report that must be sent by an associated email client.
Any ideas how to proceed. I prefer to not install a email software that will interfere with PP.

If the submission *requires* an associated email client, then you may not be able to use POP Peeper. But if you simply need to attach a file, then you can use drag&drop or press the "Attach" button, etc.

Can you provide steps to reproduce the problem you're having? PM or email me if that's more suitable.
