Is there a way to keep the "skin notifier" open and on top until manually closed.
I am using "Caution" and it pops up but immediately goes away.

Yes, here's how:
1) To get to the skin notifier settings: PP main menu: Tools / Skin notifier -> Select skin/settings
2) On the bottom-right, enable "override slider"
3) Change the "mode" just below that to any of:
- fade in
- slide in
- disable
