I recently formatted my Windows 10 pc and reinstalled POP Peeper Pro v5.2.2
I have a complete drive C backup and I need to know if there is a folder that Pop Peeper saves the address book. I need my addresses back...
If so, would a copy/paste of that file add these addresses to the new installation?

You can find where POP Peeper stores all your data files by going to:
main menu: Tools / Options / Storage
and referring to the "Data Path" (double-click the text "data path" to open the folder in File Explorer)

The address book is stored in the "data path" folder, named:
addrbook.inx
