I understand that since v. 5 PPI supports a dark theme. I found an option to choose dark but it had no effect.

I run an older Windows version that does not support dark theme and I have some vision issues, so is there a way to have bright text on dark background in PP?

The method that PP uses doesn't rely on Windows Dark Theme. You may want to double-check that it's set to the theme you thought:
PP main menu: Tools / Theme Viewer
Double-click "Dark theme" and see if that changes it

Otherwise, what OS are you using?

Have you looked into the "Theme Viewer" (from main menu: Tools / Theme Viewer) where you can check out either the themes installed by default or the many (around 150) optional themes that you can install yourself (of which there are several options available to also modify any of the themes as well).

To view the themes that can be installed click on the "Download" button (instead of the "Installed" button that is selected by default) on the right-side of the "Theme Viewer" Interface. To easily view each theme you might be interested in you may select "Auto-view" (check the box under the "View" button in the upper-right area of the "Theme Viewer") so that each theme will display automatically as you select optional themes that might interest you or you can click on the "Preview" button to view a theme as they are selected from the list of themes. Clicking the "Install" button will install the theme for you to use as you so choose (you can always "uninstall" a theme as well by clicking on the "Delete Install" for any selected theme in your list of installed themes).
