I'm going to provide one suggestion:
Click on the words "Date/Time" above the message list to sort the messages by date/time. You should see a little triangle appear in that column pointing down. Here's a screenshot with the triangle highlighted in yellow: That triangle (pointing down) means that messages will be sorted so that the most recent is on top. I can't see what column is being sorted in your screenshots, which probably means it's being sorted on one of the icon columns.
But, if that doesn't resolve the problem -- you MUST provide screenshots of the ENTIRE pop peeper window.

If you're referring to the "Account" column, then it only shows that when you're viewing "*All Accounts*" from the dropdown above the message list. If you're viewing a specific account, there's no need to display the account for each message. You can see the difference in the 2 screenshots you posted here:

Yes -- the "Junk View" button is doing what it should do now (as far as the most practical way to use it).
In most cases the primary reason for the "Junk View" button as intended is to provide a way to switch (toggle) from your "good" (Legit) messages Inbox (which you would normally leave the button in that state) to your "bad" (Junk) messages Inbox. This is what is happening now. When you have all of your "good" or Legit messages listed in the Inbox and then click on the "Junk View" button you will notice that you are getting an empty Inbox because you do not have any "bad" or "Junk" messages -- which is what you and everyone else would like to see.
If when you click on the "Junk View" button at the time when you are displaying your accounts "Legit" or "good" messages in the Inbox you will be switching from the "Legit" or "good" Inbox messages to the Inbox for listing "Junk" or "bad" messages and at that time if you do get some messages listed in the Inbox (instead of an empty Inbox) then it would mean that you do have "Junk" or "bad" messages.
Always keep in mind that changing the "Junk View" settings will produce different results -- so if you do not have "Junk Only" set for either of the two successive times you click on the "Junk View" button you will be getting something else in the Inbox instead of "Junk" mail. Normally you should not have to be concerned about this however.
And I'll repeat -- the most helpful way the "Junk View" can be used is to have one of the two "Junk View" results listing any "Junk" mail if there happens to be any. In your case, because the "Junk Mail" Inbox is "empty" as you can see in your screen-shots -- this means you do not have any "Junk Mail".
Let me go over it in another way -- there are two possibilities that can be displayed now that you have the "Junk View" button working in the most practical way.
The way your "Junk View" button is working now -- there are two possibilities that can happen -- the two possibilities are the following:
1) Your "Legit" messages will get displayed in the Inbox when you click on the "Junk View" button
or
2) Your "Junk" messages will get displayed in the Inbox when you click on the "Junk View" button
Clicking on the "Junk View" button will get one of the two possibilities listed above (either "Legit" or "Junk") depending upon what is getting displayed at the time when you click on the "Junk View" button. In regards to the two alternative (listed above) -- what ever is currently displayed in the Inbox when clicking on the "Junk View" button will result in the other alternative getting displayed in the Inbox.
To put it another way (as far as the way your "Junk View" button is now working):
1) If you have "Legit" messages listed when you click on the "Junk View" button then the Inbox will change to "Junk" messages.
2) If you have "Junk" messages listed when you click on the "Junk View" button then the Inbox will change to "Legit" messages.
So do you see how the "Junk View" button is switching (what is called "toggling") back in forth between either of the two possibilities that of either "Legit" or "Junk" mail in this case?

I have it the same way that you do -- so you have it right as far as the best way to use the "Junk View" button.
That way when you click on the "Junk View" button the first time you will display messages that are "Junk" in your Inbox (that is if you have any otherwise it will be empty and say "you have NO JUNK messages" like what you get now). And when you click on the "Junk View" button one more time you will display your "Legit" messages again like you had in the beginning.
So each time you open PP you will get your "Legit" messages and if you want to see if you have any "Junk" messages you would click on the "Junk View" button for that. Of course you would want to click on the "Junk View" button one more time to go back to your "Legit" messages again.
So do you understand now that by clicking on the "Junk View" button (the way you have it now) each time you click -- you will going back and forth between "Legit" and "Junk" messages?
This is the most practical way to use the "Junk View" button -- so you are OKAY now.

That way when you click on the "Junk View" button the first time you will display messages that are "Junk" in your Inbox (that is if you have any otherwise it will be empty and say "you have NO JUNK messages" like what you get now). I'm not clear what you are asking.
I would assume that your toolbar is the default (when PP is installed) -- if you asking if your toolbar looks good then yes it is fine the way it is.

How the Toolbar looks is totally a personal choice -- if it serves you well and you can do what you want the way it is now then there is really no reason to change it -- wouldn't you agree?
Personally it looks fine to me since it has all the primary functions you need to use PP.
That said, after looking over your toolbar the only thing that comes to mind that I might suggest adding would be the "Flag" button (but -- I'm not sure if it's available in the PP version you are using -- Jeff would know this).
If your version has this option and your not sure how to add a button to the toolbar then please feel free to start another topic on how to do this and we'll be happy to help (but only if the button is available to you as it may only be available in next v5 that has not been released yet -- I'm not sure one way or the other).
As to using Skins -- I hadn't for many years and never felt the need to.
That also is a matter of personal choice.
My advice to you sportman40 would be to not be too concerned about making changes and instead consider that as long as it is working for you the way it is now to keep it the way it is.

Yes, v4 has the user flag. It's not really necessary to add the toolbar button for it -- I use the user flag quite often and don't use the toolbar button.
If you right-click in the user-flag column for a message, you'll see the available flags and you can select one for that message. But it looks like in some of your latest screenshots you've resized the column out of existence. Right-click anywhere on the column header (e.g. where it says "Subject" above the message list) and select "Use optimal column sizes" so that you can see the "user flag" column (it looks like a person's head and shoulders ).
If you right-click in the user-flag column for a message, you'll see the available flags and you can select one for that message. But it looks like in some of your latest screenshots you've resized the column out of existence. Yes, this will change the background color for both the account and message list:
main menu: Tools / PPtweaker
Select the "Interface" page
Find the "background color for account/message lists" and uncheck the "default" checkbox
Press the color box next to it and change the color
If you change the color to a dark color, you may not be able to see your accounts.
