If all settings are exactly identical in both accounts then both accounts should of course perform the same exact way.
So presumably all protocol settings are exactly the same for both Gmail accounts and you are not getting any errors in the account that does not work and there have been messages to retrieve that did not get retrieved (last point is because you might not have noticed the account checking mail in the status bar if it was done rapidly).
Here are a few things that could possibly produce the results you are getting that may have been overlooked other than
email protocols which
are presumably all identical for both accounts:
1) When editing the account that is not getting Mail Checked in the "General" Page; is the "Enable" checked in the lower-left corner?
2) When editing the same account in the "General" page; is "Password protected" unchecked (presumably the same as the account that works)?
3) When editing the same account in the "Advanced" page; is the "Retrieval Option" set to "Default" and the Polling Interval above that "0" (which is use default)? (if either of these settings are not set as such then Mail Check time-frame intervals for the account may differ from the other account)
4) Under Tools>Options>Mail Check; is "use one timer for all accounts" selected in upper-right corner of interface? (if not then tick that enabled).
5) Under Tools>Options>Mail check; are any of the "Retrieval Options" set to "Number of messages"? (if so change that to anything else).
6) Under Tools>PPtweaker>Connection; are the time-outs in the account that fails to Check Mail the same as the account that works?

If all the above checks out then as a last resort check the Gmail account settings on the web to make sure the account not doing Mail Checks is the same as the other account. More specifically (clicking on gear in upper-right corner and select "Settings"), check "Filters and Blocked addresses" settings and more importantly check the "Forwarding and POP/IMAP" settings to make sure the two Gmail accounts are the same.
