mdv921, it would appear that the MS Outlook.com issues with Oauth2 errors have likely been resolved; see last two posts in this topic: Re: MS email (i.e. Outlook.com, Hotmail.com etc) may be inaccessible to users.

PP has improved significantly for me over the last 3 cycles of scheduled PP "Mail Checks", with all errors cleared other than just one remaining Outlook.com account. I was able to login (get confirmation codes for that account and the alternate account) to gain access to the remaining prob...

Have you tried waiting at least 24+ hours before attempting to "re-authorize" to determine if by doing so the "Too Many Requests" message then subsides?

After moving the messages (you wanted moved) to the new folders you created - have you done a "Check Mail" to populate the new folders and messages in POP Peeper for the respective account?
